On behalf of our member companies that make NJBIA the largest, most impactful association representing job creators in New Jersey, we strongly support bill Senate Bill S-3593 (Beach), the "New Jersey Works Act," which would permit businesses to apply for tax credits for establishing approved pre-employment and work readiness training programs in partnership with schools, nonprofit organizations, or educational institutions.  

NJBIA strongly supports this bill because it reflects a principle, we consistently champion: workforce policy works best when it is driven by employers, aligned with real labor market demand, and built through strong partnerships with education and training providers.   

Businesses across New Jersey are struggling to find workers with foundational skills and job readiness, even for entry-level and middle-skill positions. This bill directly addresses that challenge. By incentivizing employers to invest in paid, pre-employment and work readiness training in partnership with high schools, colleges, vocational schools, and nonprofits, S-3593 creates a true earn-and-learn pipeline. It focuses on in-demand occupations, supports low- and moderate-income individuals, and includes accountability through program approval, reporting requirements, and outcome tracking. These guardrails ensure public value and measurable returns for both workers and employers.   

Importantly, this approach aligns with NJBIA’s long-standing advocacy for employer-led training, work-based learning, and policies that expand opportunity while strengthening New Jersey’s competitiveness. We urge the Committee to support this bill.
