Harold Hancock offers technical tax advice for planning transactions and investments, and he resolves complex policy and regulatory issues by engaging key officials in Congress, the Treasury Department and the White House. As former counsel to three House Ways and Means Committee chairmen, including former Reps. Dave Camp (R-MI), Paul Ryan (R-WI) and Kevin Brady (R-TX), Harold identifies and secures vital tax credits, deductions and exemptions for domestic and international corporations.
With a deep understanding of the U.S. tax code, Harold’s value lies in his ability to develop creative and credible policy solutions that address his clients’ needs. Daniel Bunn is President and CEO of the Tax Foundation. Daniel has been with the organization since 2018 and, prior to becoming President, successfully built its Center for Global Tax Policy, expanding the Tax Foundation’s reach and impact around the world.
Prior to joining the Tax Foundation, Daniel worked in the United States Senate at the Joint Economic Committee as part of Senator Mike Lee’s (R-UT) Social Capital Project and on the policy staff for both Senator Lee and Senator Tim Scott (R-SC). In his time in the Senate, Daniel developed legislative initiatives on tax, trade, regulatory, and budget policy.
He has a master’s degree in Economic Policy from Central European University in Budapest, Hungary, and a bachelor’s degree in Business Administration from North Greenville University in South Carolina.
Daniel lives in Halethorpe, Maryland, with his wife and their three children.

David is the Co-Chair of Stevens & Lee’s State and Local Tax Group. He focuses on representing clients in complex state tax controversies during audits, before administrative boards and in courts across the country. David also provides sophisticated multistate tax advice to his clients regarding their business operations, assists with navigating the state tax implications of corporate mergers and acquisitions and consults with clients and their lobbyists on pending state tax legislation and regulations.
With nearly 30 years of experience in state tax, David brings to his clients an extensive knowledge of state tax law, strong relationships with state revenue departments, a track record of successfully litigating state tax cases and a deep understanding of procedural and strategic aspects of handling complex state tax audits and appeals. David has extensive experience in all areas of state taxation including state corporate income, sales and use, personal income, utility, insurance company and realty transfer taxes. He also advises clients on tax incentives, unclaimed property and unemployment compensation issues. David has handled audits, administrative appeals and litigation across the country and in states including New Jersey, New York, Pennsylvania, Massachusetts, Connecticut, Maryland, Delaware, New Hampshire and Rhode Island.
David is a frequent national speaker on multistate tax topics for many organizations, including the Council on State Taxation, the New York University Institute on State and Local Taxation, the Institute of Professionals in Taxation, the Tax Executives Institute, the Practicing Law Institute, the Georgetown Advanced State and Local Tax Institute, the Wall Street Tax Association – State and Local Tax Committee, the Pennsylvania Bar Institute, the New Jersey State Bar Association, the New Jersey Society of Certified Public Accountants and the New York State Society of Certified Public Accountants.

Rosemary advocates before Congress and administration officials at the Treasury Department, the Internal Revenue Service (IRS), the Securities and Exchange Commission, the Labor Department and the Federal Reserve to affect policy and regulatory outcomes. Her practice is grounded in traditional analytic and advocacy skills, combined with her broad experience in workforce, executive compensation, employee benefits and tax issues. She takes pride in her ability to craft legal arguments and advocate for her clients. Rosemary’s goal is to maximize the potential benefit – or minimize the potential adverse impact – of governmental action on a business’ interests. She utilizes her expertise on a variety of tactical policy strategies, her experience in building and managing grassroots capabilities, her firsthand knowledge of relevant processes and her personal relationships with key members and staff of governmental entities to ensure tangible results for stakeholders. Her approach blends traditional lawyering, business skills and lobbying.
Rosemary began her government career at the IRS as an attorney advisor before serving as tax counsel to the majority staff of the Senate Finance Committee. She also held in-house executive positions: Rosemary served as vice president of federal government relations at Citigroup and established the government relations office at Fidelity Investments.
In 2020, Rosemary ran for Congress in the 11th District of New Jersey and garnered over 206,000 votes in the general election. Today, Rosemary serves as president of Jersey 1st, a grassroots organization dedicated to advocating on behalf of hardworking New Jerseyans to make New Jersey a better place to live, learn, work and retire

As Chief Government Affairs Officer for the New Jersey Business & Industry Association Christopher focuses on taxation, budget, economic development and workforce development. NJBIA is the largest and most impactful business association in the nation.
Prior to his current job, Emigholz worked in state government for a decade. He was the Budget Director for the State Senate Republican Office for 8 years overseeing economic, fiscal and education policy, and he also directed education policy and legislative affairs in the New Jersey Department of Education prior to that. This is his second stint at NJBIA having served for years as their workforce development and education lobbyist earlier in his career. He was also a teacher through the Teach For America program in a high school in Atlanta, Georgia, and a community liaison/volunteer coordinator for an elementary school in Baltimore City through the AmeriCorps-VISTA program.
Emigholz has a Master of Public Policy degree from Rutgers’ Bloustein School and a Bachelor of Arts degree from Johns Hopkins University. He currently lives in Robbinsville, NJ with his wife and 3 children, where he is active in the community including coaching youth sports and serving on the school board to which he was elected.
