Jessie Stagg Anderson, LCSW Jessie Stagg Anderson, LCSW Clinical Manager of the Prior Authorization Teams, Horizon BCBSNJ

Jessie Stagg Anderson is a licensed clinical social worker (LCSW) who started her career working at Covenant House in New York counseling and supporting young homeless women. She has worked with those with chronic mental illness as well as those suffering with substance use disorders. Currently, she is the Clinical Manager of the Prior Authorization teams at Horizon BCBSNJ overseeing teams who receive requests from hospitals and doctors to engage their members in treatment.

Natalie Castro, LCSW Natalie Castro, LCSW Behavior Health Clinician on the Case Management Team, Horizon BCBSNJ

Natalie Castro, a LCSW who started with Horizon in February 2020 as a Behavior Health Clinician on the Case Management team and in 2022 was promoted to Behavior Health Clinician II on the Specialty OP Team, helping lead a team of Clinicians. Prior to working at HBCBSNJ, Natalie was the After Hours Emergency Room Social worker at Inspira of Vineland as well as a Children’s Therapist with Acenda Integrated Health. Natalie started her career in Social Work working for CompleteCare Health Network as a Behavior Health Clinician in the School Based Youth Services Program working with students and their families grades K-12th grade.

Alison Gary, LPC Alison Gary, LPC Director of the Integrated System of Care, Horizon BCBSNJ

Alison Gary is the Director of the Integrated System of Care at Horizon BCBSNJ. She is a Licensed Professional Counselor (LPC) with over 15 years’ experience in the field. In addition to her managed care experience, Alison has worked in a variety of clinical settings including private practice, outpatient clinics, inpatient hospitals, and community-based mental health and substance use centers. Alison has also taught as an adjunct professor in the undergraduate and graduate psychology programs at Rowan University. Alison has extensive research and clinical experience working with people impacted by trauma and anxiety disorders. She is a mom of three boys and loves spending quality time with them at the Jersey Shore.

Jo Ann Karcic Jo Ann Karcic Director of Behavioral Health Program Management, Horizon BCBSNJ

Jo Ann rejoined the Horizon Behavioral Health Leadership team in November of 2020 and has over 25 years of experience in health plan operations, compliance and oversight, executive relationship management and strategic innovation.  In her current role as Director of Behavioral Health Program Management, Jo Ann is responsible for leading the Client Liaison team who interfaces with Sales, Marketing and Account Retention to be the external face and voice of Horizon Behavioral Health. Jo Ann is also responsible for overseeing the behavioral health network as well as the training, operations and oversight.  Jo Ann is committed to addressing health care disparities related to race and social barriers by ensuring that our provider network better reflects the diversity of the communities we serve.

Sonya Lee, LCSW Sonya Lee, LCSW Supervisor of the Follow Up After Hospitalization Team, Horizon BCBSNJ

Sonya Lee is a LCSW with a degree in nursing.  She specializes in working with individuals with substance use disorders, eating disorders and chronic mental illness.  Currently, she is the Supervisor of the Follow Up After Hospitalization team at Horizon BCBSNJ; overseeing  a team that assists with ensuring that members are connected to follow up services after being discharged from an inpatient mental health or substance use hospitalization.

Laurie Navarro, LCSW Laurie Navarro, LCSW Clinical Manager of the Behavioral Health Care Management Team, Horizon BCBSNJ

Laurie Navarro is a LCSW who obtained a Masters of Social Work from Monmouth University in 2004. Laurie has worked as a clinical social worker across various settings including group work, supervision, management, medical, residential, hospital, and school environments. Currently, she is the Clinical Manager of the Behavioral Health Care Management team at Horizon BCBSNJ overseeing a team that are specialized in assessing member needs, coordinating resources, and  developing comprehensive care plans.
