The Legislature will begin its review of Gov. Phil Murphy’s FY 2019 budget proposal at the end of March with public hearings on the $37.4 billion spending plan. Murphy presented his budget last week.  It reflects a $2.7 billion increase from the FY 2018 budget and includes several tax changes estimated to raise an additional $1.7 billion in revenue. See Andrew Musick’s detailed summary.

The Assembly Budget Committee will hold its first public hearing on March 28 in Trenton, while the Senate Budget and Appropriations Committee will be in Newark on March 29 for its first hearing. A second public hearing will be held April 3 at Rowan University by the Senate committee, and April 9 in Trenton by the Assembly committee. The remaining hearings will be for individual departments and government officials.

Two key hearing dates to watch will be reports by the Treasurer and the Office of Legislative Services on revenue estimates. The Senate Budget and Appropriations Committee will hear from them on April 10 and the Assembly Budget Committee will hear from them the next day. The final hearings will be on May 21 and 22, where the final budget estimates will be presented.
