Gov. Mikie Sherrill on Friday announced that the New Jersey Department of Transportation’s Major Access Permits process will become fully electronic on July 30.
A Major Access Permit (MAP) allows property owners and developers to build, modify, maintain, or close driveways and roads that connect a property to a state highway. Although DOT launched an e-permitting portal several years ago, now that platform is being expanded so that the regulatory process is fully electronic and includes two new submission types:
- Letter of No Interest (LONI) requests. A LONI is a determination by NJDOT that a permit may not be required for proposed activity.
- Pre-Application meeting submissions. These requests will now be done online, replacing the prior email process for initiating pre-application meetings.
With these additions, the web-based GIS-enabled e-permitting platform supports the full range of Major Access Permit processes from initial inquiry through permit execution.
Beginning on July 30, 2026, all applications, including the two newly launched submission processes, must be submitted through the NJDOT Major Access E-Permitting system at njdotepermits.net.
The transition from the paper application process supports the Sherrill's Executive Order 5 (EO-5) to simplify and modernize the state’s regulatory processes to save time and money, and improve affordability, accountability, and transparency.
“Moving the Major Access Permitting process to a completely electronic platform will provide better reporting capabilities for NJDOT staff, making it easier and more efficient to process and track applications,” NJDOT Commissioner Priya Jain said.
“Through Gov. Sherill’s leadership and the use of technology, we are modernizing our processes and making NJDOT more responsive to our customers,” Jain said.
An electronic system allows applicants to submit permit applications online, upload engineering plans, traffic studies, and other documents electronically, pay fees online and track the status of the application and communicate with DOT electronically instead of paper mail.
The last day that paper applications for Major Access Permitting (MAP) will be accepted is July 29. Paper applications already in process will continue to be reviewed. The change applies to new submissions only.
